Shaggy Hanna-Barbara was once a member of the mutant criminal organization known as the [[Shadow Skimmers]]. He and his teammate Roxanne were thought to have been killed by [[Jennifer Frost]], but they escaped and took on new identities. Later he was recruited by the government as a founding member of [[Teenfactor]].

When Frost returned and took over Teenfactor, he remained on the team, hoping she wouldn't discover his true identity. He became involved with Frost's new recruit [[Morgan Le Fab]] for a time. When she left, he started dating the [[Unhuman]] [[Sandy]], starting a rivalry with the [[Hooved Man]]. After her (first) death, Frost manipulated them into breaking up, possessing [[Polybag Person]] and making him tell Sandy that Shaggy didn't love her.

Much later, he helped his old friend Vixen recover from her own breakup with [[Malingerer Lad]] by taking her to a movie. They had fun, despite an attack by constantly-[[retcon]]ned net.villain [[The Gimmick]], and decided to pursue a romance. Unfortunately, they didn't get a chance to enjoy it for long, as [[Janis Kult]] attacked the Teenfactor HQ seeking revenge on [[Voidmaster]], killing them both.
