History
Seemingly a high-powered arms dealer and drug lord, Khe Saraq is in fact the facade that Mister Tiddles, the mind-controlling telepathic cat, hid behind. The first Khe Saraq seen (in Birth of a Villain) was actually a man named Dennis; it's implied there was at least one before him.
Dennis was the son of a police officer who was killed in a gang war, causing him to become a criminal and work his way up the ranks, eventually killing the previous Khe Saraq to take his place. He was given Weirdness Magnet in time-stasis doll form as a child in 1984, and kept him until he died in BoaV.
Personality
While little of Dennis's true personality can be seen while he's under the control of Tiddles, it's implied that he was bitter and angry beforehand. He enjoyed collecting dolls.
