The West Coast branch was based in [[Web Surf City]], formed by a bunch of [[net.villain]]s who were looking for someone to follow. After going through several leaders and membership changes, the [[Crime Empress]] took over, building them into a focused crime cabal. But she had greater plans, joining the powerful alliance known as the [[Trans-Pacific Plunderbund]]!

The next step was to take down the East Coasters, and the ''[[Hungry, Hungry Sabertooths!]]'' they had created...
