P.A.N.I.C, AKA the Paranormal, Alien and Net.ahuman Investigation Commission, is a government net.hero training organization in the Classic Looniverse.
Created by Hexadecimal Luthor, it was a method for the government to keep tabs on and deal with net.heroes, but also to work with them as necessary. It started out secret, but went public after the attack of the Evilverse Legion.
