The Freedom Chips were computer chips created by Hexadecimal Luthor and the HexFire Club, made to be installed in people's heads.

They served two functions: First, they gave the person they were installed in superpowers, and increased the strength of powers that already existed. Second, they gave members of the HexFire Club the ability to control that person's mind at will.
