The Clogs of Comedy are an artifact embodying the Looniversal force of Comedy, a pair of shoes worn by the Godmaker. When Baby Pain stole them, it threatened the Looniverse's balance of Comedy and Drama, until Kid Quickly-Irritated-by-Others recovered them.
It's not clear how any of this works in metaphysical terms; the whole concept is very silly, but then again, that's the point.
