A Plot Device is anything in a story whose purpose is to keep the plot moving forward. More specifically, in the LNH, plot devices are objects, usually containing some form of special power, that have a tendency to either begin or resolve story conflicts.
The metafictional element known as Plotdevicium allows the production of single-use Plot Devices, allowing LNHers to pull off unlikely plot contrivances as long as it would make for a more interesting story.
