The Net.ahuman Responsibility Act was a law signed into effect by President Hex Luthor that made it so that anyone with net.ahuman powers had to register with the LNH or face criminal prosecution. This both kept the LNH busy and, along with the Freedom Chips, allowed Hex to build an enormous net.ahuman army to fight the Bryttle Brothers under his and the HexFire Club's control.

After Hex was impeached, the Act was repealed, though some LNHers who had joined via the Act, such as Kid Borlaug, stayed on afterwards.
