History
Boris Wippleshod has been mayor of Net.ropolis for a long time. By the time Bart the Dark Receptionist came to take control, the stress of running the City of Ridiculousness had made him quite lose control, building waffle-and-chewing-gum houses and giggling in manic glee to cope. He seems to have calmed down by the time the Giant Radioactive Hamsters From A Planet Far Beyond Mars arrived.
