History
Dr. Mood was one of the younger generation of mad scientists that emerged after The Killfile fell. Pooh-poohed for his theories by the staid and conservative scientific establishment, he went to work for W.H.A.T.E.V.E.R..
Naturally, they sent him out as a pawn in their plans to get the Spoon of Destiny. He attacked the Netropolitan Museum of Art, but was defeated nigh-instantaneously by Nudist Man.
Years later, after W.H.A.T.E.V.E.R. used social media algorithms to take over the US, he was a member of their science division, and one of the developers of Horse-Man and Man-Horse.
Personality
Is not actually a very good supervillain. Is a somewhat better scientist, but still easily frustrated by setbacks.
