The Century Pact was a conspiracy created by Darkheart and Steelwind, former operatives of DeFacto V, after his defeat. Without their creator's vast power, they had to result to cleverness and subterfuge, and so they began a long-term plan to build a secret criminal organization and damage the credibility of the world's net.heroes.
