President Evil was a Chaotic Add-On Cascade started by Jamie Rosen, in order to resolve the question of the true nature of the President of the Loonited States of Ame.rec.a!

There were four issues written by Jamie Rosen and Mike Friedman in 2002-3. In 2006, Jeanne Morningstar tried to pick up the cascade for one issue, which introduced the Random Villains and Forgotten Gal. Years and years later, just before the 2020 election, Jeanne came back and finished it up.

Backstory

The Raincoat Corporation has unleashed the power of the W Force! Pregnant Chad heads to RACCoon City and destiny! The Random Heroes and Forgotten Gal clash with the Random Villains! There's a little girl who's an AI, apparently? Zombie... senior citizens?? Ralph Nadir???
