History
He and Super Apathy Lad were members of the Legion of Net.Hippies. They were discovered by the current Legion in hibernation sleep pods and revived before the events of the Cosmic Plot Device Caper. Procrastination Boy is at his best when convincing villains to put off their dastardly deeds until tomorrow.
