History
Back in the postwar era, Per Annum and his partner-in-grime, the Infra-Humanite, were deadlyish foes of the Society of Wireless Heroes, but had a side gig in creating human-ape hybrids as members of Y.E.T.I..
In the '90s, they contrived to cooperate with notorious Sig.ago gangster Cornelius van Runt, AKA the Little Man, to go back in time and wipe out Dvandom Force. In fact, due to using one of Acton Lord's discount used time machines, they created a timeline, Earth-Goon, where the SWH were the only heroes, all the others having been bollixed up by their incompetence, and van Runt ruled supreme over the underworld. Dvandom Force traveled to Earth-Goon to unravel their sinful plans, and the whole thing ended on a comedic anticlimax.
Somethetime thereafter, Per Annum (or possibly some alt.ernate version of him) helped to rebuild Y.E.T.I. alongside Professor Prime-8, attempting to merge Earth-Loon with Earth-Boon. He was briefly amalgamated with Mister Rhesus, but disassembled after the Challengers of the Abominable stopped their deviltry, and put into a Booniverse jail. Naturally, it was after this that someone not unlike the Gooniverse version of Per Annum got in on the quest to find the Interdimensional Digestive Biscuit.
Personality
Smooth-talking and gives off an air of sophistication, which is oft immediately undercut by his own incompetence and/or foolishness. Would be the brains of the pair if they had any.
Based on Peter Sellers's performance as the character of Hercules Grytpype-Thynne on 1950s British comedy radio programme The Goon Show, by way of parody of Per Degaton.

Appearance
Wears a black stormtrooper's uniform with a red pound sign over his heart, along with a sabre at his side, whose guard is painted in red to look like a pence symbol.
