History
Phoenix Down first appeared attempting to use a miniaturized Reversion Ray Projector to bring back dead characters, but was driven off by the LNH Subgroup Without A Name. He returned with a full-sized Projector, but he was stopped by the heroes and apparently captured.
Later, he showed up in the midst of a plan to resurrect Sig.Lad using eldritch magick, but was rudely interrupted by The Hungry Past eating his past and turning him into its mindless servant. He was stopped by the Red Herring, Manga Man Violet and Bluetooth and cut into tiny pieces.
Naturally, he returned without any explanation, and joined up with the West Coast Brotherhood of Net.Villains.
Personality
Cackling villainy. Seems obsessed with bringing dead heroes back to increase sales.
Powers and Abilities
Doesn't seem to have powers of his own. Uses various technological and mystical plot devices.
Appearance
A man in a black suit, vaguely reminiscent of military dress, wearing a cape of brightly-colored feathers, red at the shoulders shading to yellow at the triangular end.
