This was made explicit in President Evil #6. The version of events that makes the most sense in terms of continuity is that Baby Pain stole the Clogs on September 11th and the opening arc of JII (and therefore most of Pearly White) took place shortly afterwards, on the day it was posted; however, JII is not a series that cares a lot about making sense.
